Garwood’s New Tree Permit (Adopted December 2024)

Garwood is brand-new to tree permits, and most residents don’t know the rule exists yet. The borough adopted its Tree Removal and Replacement ordinance (Chapter 138, Article V) on December 5, 2024 — part of the state stormwater push to cut erosion and runoff — so the requirements are fresh and easy to trip over.

  • Hazard trees can come down with no fee or replacement — but you still file an application, even after the fact within two weeks.
  • Homeowners removing fewer than four qualifying trees in a five-year period are generally exempt from replacement requirements.
  • Beyond that, removals fall under the ordinance — a $300-per-tree penalty applies, enforced through the Shade Tree Officer.

We’ll walk your property and tell you plainly whether your job is exempt, whether it counts as a hazard removal, or whether it needs a full application — before any cutting. Filing it is on you; we don’t file permits. But in a borough that just turned this on, knowing the answer up front saves a fine.
